Abstract: Energy poverty is affecting 80 percent of local governments, whose public buildings face poor insulation and heating systems. Air pollution is resulting out of inadequate heating practices. In order to tackle energy poverty, most of the municipalities have applied to the Ministry of Interior in the frame of the Social Fuel Programme, which usually provides firewood for settlements affected by energy poverty.
